I have not caught up on Arsenal since the relaunch, though I remember being very interested in the characters and stories back then. What happened (if anything) since the relaunch and how does this series (which also included Donna) interweave or lead into JLI?

There weren't any real relaunch changes. The Arsenal series happens before JLI, and #12 actually ends with Donna and Roy heading to New York to join the League.
